The University of Eastern Finland (UEF) provides good working environment for researchers and is committed to the constant development of research careers. UEF emphasizes a clear, goal-oriented and incentivized career model for researchers and teachers. Research careers (recruitment, promotion and salary development) at the UEF are transparent, clear and attractive. Career models will be further developed. Successful recruitments are considered as an important element to the university’s success. The workplace wellbeing of the academic staff is supported.
Since 2012, the UEF has followed the Human Resources Strategy for Researchers (HRS4R). In 2014, UEF received the European Commission acknowledgement “Human Resources (HR) Excellence in Research” as a provider of a stimulating and favourable working environment for researchers.
The UEF is an active participant in the EU framework programmes for research and innovation, the most recently Horizon 2020 (2014–2020) and Horizon Europe (2021–2027). Half of the framework programme funding received by the university consists of European Research Council (ERC) projects that fund talented researchers and Marie Sklodowska-Curie actions that fund researcher training and mobility.

HRS4R Internal reviews
HRS4R Internal reviews are considered as a tool for development. Working on gap analysis shows where development actions need to be taken. Action plan with development actions and indicators acts as a guideline for implementation.

- UEF conducted an internal review on the progress of improving researcher career.
- In March 2018 UEF received evaluation of the internal review with corrective actions.

- UEF worked on internal review. A researcher survey was conducted in spring 2020 to support the development of the research and working environment of UEF researchers.

The University of Eastern Finland complies with the recommendation for the responsible evaluation of a researcher in Finland.
Evaluation of scientific quality is primarily carried out by examining the scientific output of the research. Research metrics may also be used to support the overall evaluation when relevant to the researcher’s field of study.
The objectives and criteria of the evaluation are openly available to all parties. Objectives and criteria must be formulated so that they are relevant to both the individuals being evaluated and the research community.
The significance of content and quality is emphasised when evaluating the research of Tenure Track researchers. The target level for scientific quality may be further specified in the agreements concerning tenure track period before the period begins, for example, by referring to the journal impact factors relevant to the field of research.
