For academic qualifications or bachelor's degrees awarded in certain countries, there are country-specific requirements on how to send educational documents as officially certified paper documents. Bachelor's and masters degree applicants, whose higher secondary qualifications or higher education degrees have been awarded in certain countries, need to pay special attention to the documentation verification.
Applicants send scanned copies of educational documents at the application stage. All newly accepted students must verify their documents submitted with their application.
If you can submit your official educational documents electronically through one of the accepted methods, you do not have to send any physical (paper) documents, and the country-specific requirements listed on this page do not apply to you. See more information how to verify documents electronically.
If you plan to send paper documents:
- check if your degree awarding country is listed below and follow the instructions. The country-specific requirements must always be followed first and foremost, before any other requirements for attesting documents.
- If the degree awarding country is not on the list, you are required to send officially certified copies to our university following general verification instructions
- Please review the instructions carefully to identify which specific educational documents they apply to (transcript of records or the diplomas)
- Kindly note regular photocopies are not sufficient, even if they are sent by the awarding institution
Applicants to bachelor's programmes sending paper documents:
You are required to send officially verified certificates/ diplomas of completed education degree by following general verification instructions. You can also follow country specific requirements, if they are more accessible to you.
Offshore campuses
If your academic qualification was completed at an offshore campus, please follow the country-specific instructions for the country where the main university is located or accredited.
Studies completed at multiple institutions, e.g. transfer studies, top-up degrees etc.
If your academic qualification was completed at different institutions, for example you transferred between institutions or your qualification is a top-up degree completed at different institutions, you need to follow all applicable country-specific instructions when submitting the educational documents covering all the studies leading to your academic qualification.
Exception: Officially certified educational documents awarded in China must always be submitted following the country-specific instructions for China.
If you have completed your degree in an African country, an official transcript of records must be submitted by post to the University of Eastern Finland (UEF) by the awarding institution. The envelope must be sealed by the awarding institution’s official stamp across the back flap.
The transcript of records must come to UEF directly from the awarding institution and cannot be sent by the applicant. Please note that regular photocopies are not sufficient, even if they are sent by the awarding institution. University of Eastern Finland only accepts official transcripts of record.
It is acceptable if the envelope contains other official documents awarded by the institution (e.g. degree certificate and diploma supplement). However, no other enclosures can be submitted with the transcript of records.

If you have completed your degree in one of the countries mentioned above, you must submit a copy of the official government-granted degree certificate and transcript. The original documents must be verified with an apostille by the appropriate ministry/authorized body of the country in question, please see a list below. Copies of the apostille-verified original documents must then be officially certified by a notary public. The copies submitted must carry the notary public’s original stamp on each page and the signature of the certifying officer.
Alternatively, the notary public can also use a unifying element, meaning that the pages are attached together in a way that certifies them all; in this case only one page must carry the notary public’s original stamp and the signature of the certifying officer.

If you have completed your degree in Bangladesh, you must submit the education documentation awarded by your university. Degree certificates and transcripts must always be awarded by the main university or a college that has a degree-awarding status. Educational documents granted by affiliated colleges will not be accepted.
The copy of the degree certificate and transcript of records must be officially certified (attested) by the Ministry of Foreign Affairs of Bangladesh, specifically the Consular and Welfare Wing. Each page of the transcript of records and the degree certificate must carry the original seal and signature of the Ministry of Foreign Affairs of Bangladesh.
If your documents are attested with e-attestation of Ministry of Foreign Affairs of Bangladesh, instead of the stamp of the Ministry of Foreign Affairs and the Consular and Welfare Wing, your transcript of records and degree certificate must carry the e-attestation sticker. Please make sure the sticker with the QR code and index number is clear in the copy you submit. You are also required to submit the PIN code that is needed for full document verification on the Ministry’s verification website. Both your transcript of records and degree certificate must be verifiable. Please submit the PIN code either on a separate page of the file OR mention it in your message, if delivering document by email or post.

If you have completed your degree in Canada or USA, an official transcript of records must be submitted to the University of Eastern Finland (UEF) by the awarding institution. The envelope must be sealed by the awarding institution’s official stamp across the back flap.
The transcript of records must come to UEF directly from the awarding institution and cannot be sent by the applicant. Please note that regular photocopies are not sufficient, even if they are sent by the awarding institution. UEF only accepts official transcripts of record.
You are not required to submit a copy of your degree certificate if your transcript of records includes the following information: name of the institution that awarded the degree, the date of issue, the name of the person to whom the degree was awarded and what title/degree it was.
It is acceptable if the envelope contains other official documents awarded by the institution (e.g. degree certificate and diploma supplement, or translations of the documents). However, no other enclosures can be submitted with the transcript of records.

How to submit the verification reports:
Share the verification reports directly from CSSD's online service by selecting University of Eastern Finland as the recipient. After you get the reports, please check them online and send the reports to the email admissions@uef.fi through the mailbox icon in the upper right corner of the online report. It is also possible to send the documents directly to the programme coordinator.
During the application period you may upload the reports in English also to the application form if you have them available.
Please note, you do not need to send any other copies of your original educational documents besides the verification reports.
During application period: If you have completed or are completing your degree at one of the Finnish Universities or Universities of Applied Sciences, you are asked to upload copies of your educational documents to your application form at studyinfo. The University of Eastern Finland verifies your educational information automatically in the national database.
Admitted applicants: If you do not have a Finnish personal identification code, or your degree was completed before 1 January 1995, please follow the general instructions on how to submit documents.

If you have completed your degree in Italy but have not yet received your final degree certificate, a Certificato di Laurea is sufficient to prove your educational background. Please note that the document must contain all the same information as a degree certificate and a transcript of records. The copy of your educational document must be officially certified by either the awarding institution or the notary public, with stamps and signatures of the certifying officer on each page.

Applicants with a degree that has been completed or is in progress in Ukraine do not need to verify their educational documents with an apostille during the application phase.
During the application phase, please upload a high quality scan of your original degree certificate, transcript of records, and their translations into English, Finnish or Swedish to the application system. If your degree is still incomplete at the time of applying, please upload a clear copy of your latest transcript of records and its translation into English, Finnish or Swedish.
After you have been admitted, you will be required to show your original degree certificate, transcript of records, and their translations in person to the Admission services as instructed later.
