1. Library as part of the University
As a university service centre, the library implements the university's strategy, the programmes of which are:
- Research-based understanding
- Modern and renewal-driven learning
- A participatory and inclusive university
The University's values are:

2. The tasks of the library
According to the Rules and Regulations of the UEF, the tasks of the library shall be:
- to be responsible for the development and administration of the university’s library and information services
- to offer library and information services and to organise teaching and guidance which promote the efficient use of information sources
- to operate as a scientific library open to the public and to attend to the tasks assigned to the library by legislation
- to promote the availability of information sources by being actively involved in the scientific library network
- to improve and develop the university’s publication activities and services relating to open science within the scope of operations of the library
3. Vision
The library's motto is ‘Always open’ As a public scientific library, our collections serve all those in need of information during opening hours. For university staff and students, the library's customer facilities and all materials are available without restrictions. Electronic materials and services are always available with university credentials. The library supports the production and use of open data, open learning materials and open publications.
4. Objectives at the end of the term 2025-2028
Open Science
Open science is part of the everyday life of the university.
The library coordinates all open science activities and services at the university.
Open science services are provided in a transparent manner in cooperation with different units of the university.
The university's open science action plan has been implemented.
Learning
The library provides support services for open education and the production of open educational materials.
The library makes full use of open educational materials in its teaching.
The library supports the university's teaching and research with its information skills services.
Collections
Customers use open electronic resources comprehensively.
The university's publishing is completely open, and research data is as open as possible.
The library's collections are optimised to meet the university's research and teaching needs/requirements.
Services
Library services are developed in a customer-oriented manner.
The library's electronic and local services have been updated.
The library's facilities and services have been developed as a part of the university's campus development.
5. Follow-up
The library's practical activities are guided by annual operating plans. Their implementation is monitored every three months. At the university level, the operations of the library are reported in accordance with the annual regulations issued by the university management.
