Who can apply?
Applications to complete non-degree studies are for students
- who have arrived in Finland from Ukraine and
- have applied for or have been granted temporary protection by the Finnish Immigration Service and
- who have a right to pursue a degree in a Ukrainian university.
Application period
Applications can be submitted continuously via Studyinfo portal (see the section How to Apply). The applications are processed once a month, after the 15th day of each month. Applicants are notified of their admission as soon as possible. Please note: Applications submitted during the holiday period (mid June-mid-august) will be processed after the holiday season.
Information about the study right
Studies completed under the non-degree right to study are free of charge. The study right is valid for the academic year of 2024–2025. Accepted students are allowed to complete courses offered in English or Finnish. Students will not get the right to complete a degree at the University of Eastern Finland. Please note that the following studies are not available: Dentistry, Medicine, Nursing Science, Pharmacy, and English Language and Culture.
Admission criteria
The right to study will be granted based on:
- the application with the required attachments
- the applicant’s level of studies (Bachelor’s or Master’s level)
- compatibility of the applicant’s earlier studies with those offered by the University of Eastern Finland
- sufficient proficiency in English
- possible interview
Please note that most studies taught in English are on the Master's level. The applicant needs to have good English skills for their studies at UEF.
Start of studies
The study right starts once the applicant's student status has been approved. The study right is valid for one academic year at a time, starting the earliest on August 1st and ending on July 31st of the following year. Please keep in mind that teaching activities and courses typically begin in early September and finish towards the end of May.
What can be studied?
The non-degree study right entitles the student to complete individual courses (or study modules, e.g. minors) offered in English at UEF. It is important to get familiar with the study fields UEF has to offer before applying. Applicants are asked to list the courses they would like to study in their application. The study rights will be granted based on compatibility of applicant’s earlier studies with those offered by the University of Eastern Finland.
The courses available in English at UEF can be found under "Studies for exchange students". If you are fluent in the Finnish language, you may also study courses offered in Finnish. Most of the studies are on the Master's level, so it is important that the applicant has previous studies and sufficient knowledge of the field. It is also possible that certain studies have limitations and are not available.

Knowledge of public health issues, acquired in the Foundations of Public Health (UEF) or equivalent courses, is highly recommended. - Public Health in Humanitarian Crises, 5 ECTS
